Vice Chief to Follow Army Chief’s Direct Instructions
The amendment states that the Vice Chief of Army Staff will follow the Army Chief’s directions. The Chief of Defence Forces (CDF) will recommend this appointment. After that, the federal government will finalize it. This process creates a more organized command chain.
New Method for Army Chief Appointment
Under the Army Act Amendment, the CDF will recommend the new Army Chief. This step ensures transparency. Furthermore, it improves communication between top defence positions.
Abolition of Joint Chiefs Position
The amendment removes the position of Chairman Joint Chiefs of Staff Committee. This change will take effect on November 27, 2025. As a result, Pakistan’s defence structure will operate under a simpler leadership model.
Clear Rules for Strategic Command Leadership
Three-Year Term for the Strategic Commander
The Commander National Strategic Command will serve a three-year term. The Prime Minister will make the final decision after consulting the Army Chief and the CDF. In addition, extensions will also require the Prime Minister’s approval.
Decisions Cannot Be Challenged in Court
The amendment states that decisions related to the Strategic Commander’s appointment or extension cannot go to court. This rule aims to ensure stability in strategic operations.
Retirement Rules Will Not Apply
The Strategic Commander will continue serving in the Pakistan Army without standard retirement age limits. Therefore, the position allows long-term continuity in national security planning.
Army Chief’s Authority in Multi-Domain Areas
The federal government will define the Army Chief’s responsibilities. However, the amendment ensures that no one can restrict the Army Chief’s powers in multi-domain operations. This clause strengthens operational control under the Army Act Amendment.
Promotion to Field Marshal
If a general becomes a Field Marshal, they will follow duties listed in Subsection Two of the amendment. This provides clarity for senior leadership roles.
CDF to Serve as Army Chief During Term
The CDF’s term will begin from the official notification date. During this period, the CDF will also act as the Army Chief. Additionally, this merger reduces confusion at the top command level.
